Road Safety Research
Research has shown that young drivers who achieve 120 hours of supervised driving experience, in a range of driving conditions, are less likely to be involved in serious motor vehicle accidents in the years following the attainment of their driver’s licence.

About
The TAC L2P Program is a learner driver mentor program that helps eligible young people accrue the mandatory 120 hours of supervised driving experience required for a probationary licence.
The TAC L2P Program is funded by the Transport Accident Commission (TAC) and Department of Transport & Planning (DoTP).
BNLLEN is responsible for the delivery of the L2P program in the five regions listed below.

The L2P program has been delivered in Banyule since 2010, integrating the Nillumbik program in 2025.
In 2026, BNLLEN is broadening its delivery of the L2P Program to also include Manningham, Whitehorse, Maroondah and Yarra Ranges.
Get Involved
Get involved with the TAC L2P Program as a learner or a volunteer. Learners receive the support of a mentor and access to a vehicle to complete their required driving hours. Volunteers are fully trained to help young people build confidence and independence on the road.
Volunteer Mentors
The TAC L2P program benefits learner drivers as well as the broader community. The program requires local community members to become Volunteer Mentors to directly help a young person in need by supervising weekly drive sessions and providing road safety awareness.

Learner Drivers
BNLLEN are always looking to recruit more learner drivers who meet the eligibility criteria. All participants are required to follow the program's code of conduct. We encourage young people to contact the Program Officer to discuss their eligibility prior to completing the Application Form.
